Three Years of War: Advancing Financial Integrity and Resilience in Ukraine

This year, our partner, the Centre for Finance and Security at RUSI, is celebrating its tenth anniversary. Ahead of the conference dedicated to this milestone, CFI had the honour of organising a joint meeting for Ukrainian and British experts in London. The roundtable focused on discussing the challenges and opportunities for strengthening Ukraine’s financial system against the backdrop of the third anniversary of the full-scale invasion.

Dmytro Oliinyk, Deputy Governor of the National Bank of Ukraine, provided a comprehensive analysis of cross-border threats to the resilience of Ukraine’s financial system. He outlined the challenges posed by money mule networks and the measures implemented by the NBU in response to this threat. Additionally, he emphasised the upcoming regulation of virtual assets, their role in strengthening financial security, and their alignment with international standards.

Serhii Hupiak, Deputy Head of the National Agency on Corruption Prevention of Ukraine (NACP), outlined key anti-corruption strategies aimed at strengthening financial integrity. He highlighted the NACP’s cooperation with law enforcement agencies, transparency initiatives, and measures to minimise corruption risks in both the public and private sectors.

British experts shared their experience in combating financial crimes, analysing unexplained wealth orders, and applying cutting-edge technologies, emphasising the importance of international cooperation in building a resilient and transparent financial system.
