UPLIFT Programme: Phase 1 Summary

On 24 March, the final online seminar of the first phase of the Ukraine Programme for Learning Integrity in Financial Training (UPLIFT) took place

Throughout February–March, participants of the UPLIFT programme took part in a series of online seminars aimed at gaining a deeper understanding of the anti-money laundering architecture — both in Ukraine and in the global context. Each speaker was an international expert with extensive professional experience, sharing practical knowledge and insights.

The first stage consisted of six thematic seminars:

Workshop 1. Understanding the Global AML/CFT Framework

During this seminar, participants explored the foundations of the global system for combating money laundering and terrorist financing. We examined the origins of FATF, its recommendations, and the country evaluation process. Particular attention was given to the role of MONEYVAL and Ukraine’s place within the international framework.

Workshop 2. Asset Recovery and International Cooperation

During the seminar, participants learned about the processes of identifying, freezing, and recovering illicit assets. We discussed key challenges involved, as well as approaches to managing seized assets. Special emphasis was placed on international cooperation as a critical component of effective asset recovery.

Workshop 3. Cryptocurrency and Virtual Assets: Risks and Regulation

As part of this seminar, participants explored how virtual assets function — from creation to exchange. We reviewed international regulatory approaches and discussed the risks these assets may pose to the financial system. Particular focus was given to VASPs and the challenges associated with their activities.

Workshop 4. Confiscation Mechanism and Russian Frozen Assets

During the seminar, participants examined the mechanisms of asset freezing under international law, using Russian assets as a case study. We traced how this process has evolved since 2022, who makes the relevant decisions, and what factors influence them. Potential avenues for using these assets in Ukraine’s recovery were also discussed.

Workshop 5. Sanctions Evasion: Detection and Prevention

During this seminar, participants were introduced to the main types of sanctions and the principles behind their application. We explored how sanctions regimes operate in practice and analysed the most common methods of evasion. Particular attention was given to tools for countering such practices.

Workshop 6. Ukraine’s AML/CFT Institutions: Structure and Function

In the final seminar, participants gained a comprehensive understanding of Ukraine’s system for combating financial crime. We examined key institutions, their functions and coordination, as well as the role of international assessments and European approaches in shaping the system.

This stage laid a strong foundation for further deepening knowledge and developing practical skills in the field of financial security. Based on the results of the final assessment, selected participants will continue to the next stages of the programme — including mentorship and a study visit to Warsaw.

About the UPLIFT Programme

The Center for Financial Integrity has developed UPLIFT, a free educational programme for those who wish to start a career in finance or expand their understanding of financial crime, regardless of previous experience or age. The programme was created in partnership with the UK-based think tank — the Centre for Finance and Security (CFS) at RUSI — providing access to international expertise and professional insights in the field.
