About CFI

The Center for Financial Integrity (CFI) is a Ukrainian non-governmental organisation based in Chernihiv. The organisation is dedicated to strengthening financial integrity, resilience, and the overall security of Ukraine’s financial system through research, cooperation, and capacity-building initiatives.

CFI works at the intersection of policy, practice, and expertise, supporting the development of transparent and effective responses to financial crime risks.

Areas of Work

Public-Private Partnership

In 2024, the Task Force on Public-Private Partnership (PPP) in Fighting Financial Crime in Ukraine was established to strengthen cooperation between public authorities and private sector actors.

The Task Force serves as a structured platform for dialogue, knowledge exchange, and joint analysis. It supports the development of coordinated responses to financial crime risks in line with Ukraine’s reform and European integration agenda.

To date, four meetings have taken place, bringing together representatives of public authorities, financial institutions, non-financial businesses, international partners, and civil society. The discussions have covered a wide range of financial crime threats, including risks related to virtual assets, money mules, and RegTech.

UPLIFT

Ukraine Programme for Learning Integrity in Financial Training

UPLIFT is an educational training programme developed by the Center for Financial Integrity in partnership with the Centre for Finance and Security (CFS) at Royal United Services Institute.

The programme combines structured learning with dialogue and knowledge exchange, and is designed for emerging professionals and experienced practitioners engaged or interested in financial integrity, anti-money laundering, counter-terrorist financing, sanctions, and related fields. Participants gain access to international expertise, current research, and practical insights from leading practitioners.

UPLIFT aims to broaden access to knowledge and strengthen professionals working in financial integrity.

The training programme is delivered in three phases

Phase 1. Series of Online Workshops

Participants attend a series of live workshops led by international experts, covering AML/CFT, financial crime prevention, international standards, and asset recovery.

Phase 2. Study Visit

The 10 most motivated English-speaking participants are selected for a fully funded three-day study visit to Warsaw, combining expert-led training with networking opportunities.

Phase 3. Mentorship Programme

Based on their performance, selected participants join a mentorship programme and work in small groups with Ukrainian or international experts.

Work with Youth

The Financial Integrity Platform – Young Leaders Chapter (FIP–YLC) engages and empowers over 400 young professionals within Ukraine’s financial integrity ecosystem.

Building on the broader Financial Integrity Platform network, the initiative supports peer exchange, leadership development, and awareness-raising on anti-money laundering and financial crime prevention.

Research

CFI conducts applied research on key issues affecting Ukraine’s financial system, with a focus on financial crime prevention, anti-money laundering and terrorist financing, and emerging risks in digital finance.

Its work is grounded in continuous engagement with stakeholders from public institutions, the private sector and the international expert community. This includes roundtables, consultations, and expert discussions that enable the collection of diverse perspectives and the analysis of sector-specific challenges.

This collaborative approach allows CFI to develop evidence-based insights that support more effective policy responses and strengthen understanding of systemic risks.
