Public–Private Partnerships and Virtual Assets in Ukraine: Taskforce Report

This conference report, prepared by Oksana Ihnatenko and Greta Barkauskienė, summarises expert discussions on how Ukraine can leverage PPPs to regulate virtual assets and counter financial crime, based on the Warsaw meeting in July 2025.

The meeting of the Taskforce on Public-Private Partnership in Fighting Financial Crime in Ukraine brought together experts in the field of virtual assets and financial crime to discuss the role of PPPs in Ukraine. This report presents the main findings of the event.

The report provides an in-depth assessment of Ukraine’s current regulatory framework, highlights vulnerabilities exploited through illicit financial activities, and explores international experiences that could guide Ukraine in shaping virtual asset market. It stresses the importance of collaborative action between the state and the private sector to strengthen resilience, build trust, and counter emerging financial crime threats.

Key Findings:

  • Pragmatic Regulation: Ukraine is progressing toward EU alignment, but participants stressed the value of a step-by-step, outcomes-driven approach—focusing first on registering and supervising VASPs.
  • Illicit Finance Risks: Ukraine faces both universal and country-specific threats, including crypto’s role in sanctions evasion and capital flight. Addressing these requires a sharper risk lens and adaptable tools.
  • Empowering PPPs: Legal clarity, the right stakeholders, and targeted education for investigators and prosecutors are essential to building a strong and sustainable PPP model.
  • Action Over Perfection: What matters now is getting VASPs registered, building a crypto-aware and compliant legal framework, and protecting Ukraine’s financial system with strong cybersecurity and political will.
