Best practices to support a PPP in Ukraine

The report examines international experience of PPPs in the field of anti-money laundering and countering the financing of terrorism (AML/CFT) to identify effective approaches and provide recommendations for developing a PPP in Ukraine

The study “Best Practices for Supporting a PPP in Ukraine” was conducted to assess the role of public–private partnerships (PPPs) in strengthening Ukraine’s anti-money laundering and countering the financing of terrorism (AML/CFT) framework.

Olivia Allison, an Associate Fellow at RUSI and a member of the Advisory Board of the Center for Financial Integrity, analyses the international experience of six PPP models across different countries to identify the most effective approaches to establishing and operating such partnerships, as well as to develop practical recommendations for Ukrainian stakeholders.

The study also examines existing information-sharing initiatives between the public and private sectors in Ukraine and proposes a practical roadmap for establishing an effective PPP in Ukraine, taking into account international FATF and MONEYVAL standards, as well as national risks and needs.
