Roundtable discussion on "Public-private partnership (PPP) in fighting financial crime: status quo and perspectives"

The roundtable highlighted the key outcomes of the November 2024 Taskforce meeting on public-private partnerships in Warsaw, along with the findings of a research study conducted by the Council of Europe Office in Ukraine. Participants emphasised the importance of trust between the public and private sectors and discussed key aspects for the effective implementation of PPP.

Key Findings:

  • Priority Areas for the First PPP: Participants agreed that the initial focus should align with global trends, addressing topics such as human trafficking, child exploitation, romance scams (via online platforms), and casinos, as well as the implementation of sanctions. 
  • Preferred PPP Model: Depending on the chosen topic, the PPP could take either a strategic or an operational form. 
  • Feedback Mechanisms: Participants stressed the need to improve feedback channels, particularly from law enforcement agencies. 
  • Private-private initiatives are also gaining momentum. For example, several Ukrainian banks signed a Memorandum on Ensuring Transparency in the Functioning of the Payment Services Market, aimed at strengthening efforts to combat “money mules.”
